A series of photos posted online graphically portray the brutality of chengguan (“city management” officials) in Guangzhou. One of the quasi police officials is seen hurting a female fruit seller’s neck, while others forcefully take her away. The incident occurred on Wednesday afternoon after the chengguan tried to chase her away in Haizhu District. Quarrels ensued.

The most heartbroken part is the woman’s little girl witnessed everything, and was left terrified and sobbing.

Before her mother was driven away in a police car, the girl ran forward to hug her mom, whose hands were cuffed behind her back.
